Learning Goals and Objectives
Upon completion of this session, participants will be able to:
- Understand the financial and operational factors that drive the need for budget reductions in Iowa school districts.
- Analyze district expenditures and identify potential areas for budget reductions while minimizing impacts on student learning and district operations.
- Apply a structured decision-making process to prioritize reductions and align budget decisions with district goals and strategic priorities.
- Evaluate staffing, programming, and operational reduction options and understand the short- and long-term implications of each.
- Develop communication strategies for presenting budget reduction recommendations to boards of education, staff, and community stakeholders.
Utilize tools and resources to create a sustainable financial plan during periods of fiscal constraint.
IASBO Standards Alignment
- Standard 1: Understanding certified budgeting, spending authority, and financial planning.
- Standard 2: Budget forecasting, financial analysis, and effective fiscal management.
- Standard 6: Communication, stakeholder engagement, and problem-solving.
- Standard 8: Cost-benefit analysis and supporting achievement of district goals.
This alignment is strong because budget reductions are fundamentally about forecasting, spending authority, financial analysis, cost-benefit decision-making, and communicating difficult recommendations to stakeholders.
